Bailey focuses her practice on administrative and regulatory law, with an emphasis on matters involving utility regulation and the environment.
Bailey is a native of Summerville, South Carolina, and graduated magna cum laude from the Honors College at the College of Charleston in 2020. In 2024, she received her Juris Doctor, magna cum laude, from the University of South Carolina Joseph F. Rice School of Law. While in law school, she held several leadership roles, including serving as President of the Federal Bar Association's Student Division. She was also a member of the Order of the Coif.
Bailey has clerked with the South Carolina Office of Regulatory Staff, the Savannah River National Laboratory, and the South Carolina Department of Consumer Affairs. In these roles, she gained experience with environmental compliance laws at the state and federal levels, regulatory law involving electric, water, and gas utilities, as well as state law regarding energy production and utility ratemaking.
